Thanksfor all the tips, guys! I was level 12 when i started this topic, and trying to kill level 20 and 22 phylakes. Now i am level 21, and i am pretty sure if i upgrade my hidden blade one more time, i can sneak attack them for an instant kill. Not going to go after the higher level phylakes until i am level 30-ish.
Whenyou defeat him, you’ll get the Phylake’s Prey side quest. The quest will task you with killing the remaining nine Phylakes. Here’s where you can find them: The Outsider (level 20) – Alexandria. Ptolemy’s Fist (level 22) – Sap-Meh Nome. The Iron Ram (level 25) – Ineb-Hedjet Nome. The Stranger (level 28) – Memphis.

Youwill never see the phylake that you already killed. Also, they wonder a certain region, not randomly spawn. Though I do believe that they can be 'called' over if you are caught. Ifyou're not super overleveled/geared relatove to them, yes, but not like you're thinking. I killed most of them with stealth, but it'll take two or three stabs to kill them. Basically I snuck up, stabbed them, dropped a smoke bomb, and then played some cat and mouse with them.
Im not aware of such an option in Origins. Imho the best you can do is upgrade your Hidden Blade and perhaps disable level scaling (called Enemy Auto-Level, which is disabled by default except in New Game Plus). If you're still having trouble with assassinations, experiment with a lower game difficulty setting. 3.
